An excerpt from "Your Foal: Essential Training for the Young Horse":

If you're working near him and you sense him standing as rigid as Frankenstein, back away and ask him to move about before asking him to turn back to you. Never work around a frozen horse (of any age) – their next move could be right over you. Ask them to move around, perhaps take things slower and then ask again. (Literally turning your back and walking to the other side of the pen and taking a moment's break will also serve to calm his fears and somewhat shove him back into neutral.)
